About me

I'm an island boy.

I grew up in the Bahamas in a Haitian household, so I learned early how to be at home with people from anywhere. Tell me where you're from and I'll want to hear about the culture, and especially the food.

I joined the U.S. Army right after high school, then served with the Department of Homeland Security at TSA, planning to become a federal law enforcement agent. When that path closed, I returned to my first love, computers, and brought the discipline of those years with me.

I took my first computer apart in high school, and I've been figuring out how things piece together ever since. That curiosity drives all the work on this page.

Family first

My wife and kids are where my time goes. Few things beat watching my kids run around and have fun.

Big Dolphins fan and a sports fan in general. I also spent four years on the IT team at Hard Rock Stadium.

Food, travel, good company

I love to travel and try different food. A good time for me is a group of people getting together, whether that's over a few drinks or just relaxing.

Discover

Five years inside city government taught me where users get stuck. I gather requirements from the people doing the work.

Step 2

Decide

I set the scope, flag the risks and get sign-off from department heads up to the City Manager before we build.

Step 3

Build & deliver

I write vendor requirements, review configuration as a developer, write code myself and test every release before go-live.

Step 4

Train & measure

I train staff and residents on what we ship and track the results in dashboards leadership actually reads.

  • Delivered against a fixed 12-week plan, owning scope, schedule and risk through launch
  • Live with requirements for 22 Broward County cities, each with its own fees, surcharges, eligibility rules and application questions
  • Separate experiences for residents and contractors, city staff and admins, across about 37 screens
  • Built the AI features: document classification, automated Q&A, a photo-based permit check and a model that turns a plain-English project description into the right permit type
